Directs the Na Ala Hele program under the Department of Land and Natural Resources to designate public lands from Kaupo to Kapalua along the Piilani trail as an important Hawaiian coastal cultural heritage corridor.

Requires an inventory, mapping, and safety assessment of the Piilani trail, which is an ancient 138-mile trail also known as the King's Highway that was built by 14th-century Maui chief King Piilani and his son.

Mandates consultation with private landowners adjacent to the trail and the Hawaiian community regarding feasibility of opening the Piilani trail from Kaupo to Kapalua for public use.

Requires incorporation of current public and private partnerships, including Hoaloha Aina and Maui Land and Pine, in trail establishment and preservation efforts.

Directs a cost assessment for the State to repair, acquire land for, and maintain the trail for public use and to designate it as a Hawaiian coastal cultural heritage corridor.
