Adds "carrier" definition to Hawaii fireworks law as an individual or company transporting passengers or goods for profit.

Removes permit requirement language from general fireworks prohibitions while maintaining bans on removing pyrotechnic contents, throwing ignited fireworks at people/animals/vehicles, and discharging fireworks in restricted locations.

Adds exception to the 500-foot hotel restriction allowing fireworks use pursuant to section 132D-10 permits.

Authorizes counties to enforce and administer fireworks control law with expanded authority.

Requires carriers to provide shipper and manifest information upon request from a fireworks auditor, with fines up to $5,000 for refusal to provide information.
