Subordinates solar energy facility agricultural leases to all other agricultural leases with respect to lease extensions and renewals under Hawaii Revised Statutes section 171-36.

Adds new subsection (f) to section 171-36 establishing that any lease granted to a solar energy facility in an agricultural district under section 205-2(d)(6) shall be subordinate to any other agricultural lease regarding extensions or renewals.

Protects ongoing agricultural operations, particularly ranching concerns, from potential disruption by solar energy facility activities on agricultural lands classified as overall productivity rating class D or E.

Takes effect upon approval with no retroactive effect on rights, duties, penalties, or proceedings that existed before the effective date.
