Requires the Department of Land and Natural Resources to maintain beach transit corridors by issuing notices to private landowners whose human-induced, enhanced, or unmaintained vegetation interferes with public access along beaches.

Gives landowners 21 days to remove interfering vegetation after receiving notice; if they fail to comply, the department may take enforcement action under existing authority, with a tolling provision if the landowner contests the notice.

Defines "beach transit corridor" as the area seaward of the shoreline and establishes it as part of Hawaii's public domain for lateral access and transit.

Adds vegetation obstruction to the criminal offense of obstructing access to public property (a misdemeanor), with minimum fines of $1,000 for second convictions and $2,000 for subsequent convictions.

Establishes beach protection policies in the Coastal Zone Management Program to prohibit private property owners from creating public nuisances through induced, cultivated, or unmaintained vegetation in beach transit corridors; sunsets on June 30, 2013.
