Prohibits the sale, exchange, or other permanent transfer of lands in the public lands trust to private entities.

Requires the Department of Land and Natural Resources to conduct an inventory of lands held in the public lands trust.

Appropriates funds for the inventory with matching contributions from the Office of Hawaiian Affairs.

Designed to establish foundation for settlement of native Hawaiian claims to ceded lands through preservation and documentation of public lands trust holdings.

Committee recommends passage while noting concerns about inventory costs that should be addressed during further legislative consideration.
