Prohibit civil service employees who accept an appointed position from returning to their civil service positions after one year or more has elapsed.

Provide an exception allowing employees covered by collective bargaining agreements to return to civil service positions if their agreement permits a longer leave of absence.

Limit leave of absence periods to less than one year for civil service employees moving to appointed positions, except where collective bargaining agreements provide otherwise.

Address potential disruptions to government operations efficiency and effectiveness caused by extended absences between transfers from civil service to appointed positions and back.
