Converts the department of human resources development from a principal state department to a division within the department of labor and industrial relations, effective July 1, 2010

Creates the human resources development special fund within the department of labor and industrial relations to support the division's training activities, entrepreneurial initiatives, and administrative costs

Updates multiple statutory references throughout Hawaii Revised Statutes to reflect the reorganization, changing salary comparison benchmarks from the director of human resources development to the director of public safety
