Amends Hawaii Revised Statutes Section 205A-43 to modify shoreline setback requirements in counties with population greater than 500,000.

Establishes shoreline setback of not less than 20 feet from the shoreline or 20 feet from any accreted lands, whichever is greater (previously 20-40 feet from shoreline only).

Protects accreted beach lands from construction or improvements that could require future hardening of shoreline with artificial revetments or seawalls.

Adds definition of "accreted lands" to reference Section 171-1 of Hawaii Revised Statutes.

Takes effect upon approval and does not affect rights, penalties, or proceedings that occurred before the effective date.
