Establishes "Malama o ke Kahakai," a public service program within the Department of Land and Natural Resources for volunteer groups to collect litter and debris from state beach areas.

Requires the department to provide material support to participating volunteer groups, including trash bags, safety information, removal of filled bags and hazardous items, and recognition signs.

Mandates volunteer groups commit to collecting litter and debris at least four times annually.

Authorizes the department to coordinate with other state and federal agencies to provide beach access for participating volunteer groups.

Empowers the department to adopt administrative rules to implement the program.
