Establish a $1 surcharge on ocean recreational activity tours to and near Molokini Island to fund the Kaho'olawe Rehabilitation Trust Fund.

Require ocean recreational business operators to collect the surcharge from each customer and deposit proceeds into the Fund.

Use surcharge revenue to support long-term restoration and rehabilitation of Kaho'olawe Island, with administrative expenses deducted from collections.
