Amends Hawaii Revised Statutes Section 6E-5 to require that only archaeologists meeting the minimum professional qualifications standards adopted by the Secretary of the Interior pursuant to 36 C.F.R. Part 61 may execute documents on behalf of the department relating to archaeological functions.

Restricts authority to approve permits, reports, or documents requiring archaeological review, concurrence, or determination to qualified archaeologists only.

Maintains existing provisions allowing the governor to appoint a state historic preservation officer without regard to civil service requirements (chapter 76).

Takes effect upon approval.
