Amends Hawaii Revised Statutes Section 711-1107 to add negligent desecration of a known place of burial as an offense, in addition to the existing intentional desecration provisions.

Separates desecration into two categories: (a) intentional desecration of public monuments, places of worship, or national flags; and (b) negligent desecration of a known place of burial.

Lowers the required state of mind for desecrating burial sites from intentional to negligent, making it easier for prosecutors to obtain convictions.

Maintains the existing penalty of up to one year imprisonment, a fine of not more than $10,000, or both for desecration convictions.

Responds to documented vandalism at Puuiki Cemetery in Waialua, where graves have been damaged by vehicles and other means over a two-year period.
