HB 1974 Summary

• Amends Hawaii Revised Statutes Section 89-9(d) to restructure excluded subjects of collective bargaining negotiations into a numbered list format.

• Adds a new exclusion from negotiation: the duration of any collective bargaining agreement must be not less than four years.

• Clarifies that while classification, recruitment, examination, initial pricing, and retirement benefits remain excluded from negotiation, health benefits contributions to the Hawaii employer-union health benefits trust fund or voluntary employees' beneficiary association trusts are subject to negotiation.

• Becomes effective July 1, 2010, and does not apply to collective bargaining agreements ratified before the effective date.
