HI HB1983

Authorizes the Director of Public Safety to release individuals sentenced for misdemeanor offenses who have served at least two-thirds of their maximum court-imposed sentence.

Designed to reduce prison overcrowding and decrease pressure on correctional department budgets.

Supported by the Drug Policy Forum of Hawaii, American Civil Liberties Union of Hawaii, Community Alliance on Prisons, and The Hepatitis Network of Hawaii Prisoner Reintegration Program.

Opposed by the City and County of Honolulu Department of the Prosecuting Attorney, which raised concerns about crime seriousness, victim impact, mandatory minimum sentencing conflicts, and lack of defined hearing and appeals processes.

Committee on Public Safety recommends passage and referral to the Committee on Judiciary for further review of prosecuting attorney concerns.
