Proposes constitutional amendment to Article X, Sections 2 and 3 of the Hawaii Constitution to change the method of selecting board of education members and the superintendent of education.

Replaces the current elected board system with gubernatorial appointment of board members and superintendent upon advice and consent of both the state house of representatives and senate.

Removes the existing nonpartisan election system from two at-large school board districts and eliminates the requirement for at least one member residing in each departmental school district.

Establishes that board members and the superintendent serve terms expiring at the end of the governor's term and may be removed by the governor; allows interim appointments when legislature is not in session.

Requires placement of the following question on the ballot: "Shall the members of the Board of Education and the Superintendent of Education be appointed by the Governor upon the advice and consent of both the House of Representatives and the Senate of the State of Hawaii?"
