Amends Hawaii Revised Statutes Section 287-3 to change the fee structure for traffic violation abstracts issued by district court traffic violations bureaus.

Increases the maximum fee for a certified traffic abstract from $7 to a blank amount (specific fee not filled in the bill text).

Modifies fee allocation so that a blank dollar amount goes to the general fund (previously $5) and $2 continues to be deposited into the judiciary computer system special fund.

Changes language to specify that traffic violations bureaus furnish abstracts "upon request" rather than "upon request" as a secondary clause.

Takes effect on July 1, 2020.
