Amends HRS 706-603(1) to expand DNA analysis fee requirement from defendants convicted of felonies to all defendants required to provide DNA samples or specimens under HRS 844D-31(a).

Establishes a $500 monetary assessment or actual DNA analysis cost (whichever is less) for defendants required to provide DNA samples, with court discretion to reduce the amount if defendant cannot pay the full assessment within five years.

Adds new subsection (d) to HRS 844D-37 requiring interstate compact transferees to pay $500 or actual DNA analysis cost (whichever is less) when providing DNA specimens or samples, with the Hawaii State compact administrator authorized to waive the assessment for offenders unable to pay.

Specifies that DNA analysis fee payments from interstate compact transferees shall be deposited into the DNA registry special fund established in HRS 706-603.

Act takes effect December 21, 2058, and repeals June 30, 2014.
