Appropriates $130,730,624 in general funds and $141,747,129 in all means of financing for the Judiciary's fiscal year 2010-2011 operating budget.

Reduces Judiciary budget by $8,000,000 in general funds to reflect two-day per month furlough savings, plus an additional $1,500,000 lump sum reduction for discretionary allocation.

Allocates $1,300,000 for specialty courts programs including Adult Drug Court, Juvenile Drug Courts, and the HOPE (Hawaii's Opportunity Probation with Enforcement) program based on demonstrated cost-effectiveness.

Provides no additional capital improvements program funding for fiscal year 2011, pending completion of the Judiciary's master plan for facilities and capital projects expected in summer 2010.

Total budget reduction is smaller than imposed on most other state agencies, reflecting legislative prioritization of core Judiciary responsibilities during strained economic conditions with a $1.2 billion statewide budget gap.
