Allows each county to appoint and remove its police chief according to procedures established in that county's charter, rather than through a centralized police commission appointment process.

Removes the statutory requirement that "the police commission shall appoint a chief of police" and replaces it with charter-based appointment authority for each county.

Requires the police chief to continue making annual reports to the police commission on the state and condition of the police department.

Applies charter provisions regarding executive and administrative structure to police chief appointments, consistent with Article VIII, Section 2 of the Hawaii Constitution regarding county self-governance.

Takes effect upon approval.
