Removes Comptroller's complete supervision over University of Hawaii accounts, granting UH fiscal autonomy beyond June 30, 2011.

Allows UH to adopt accounting systems designed for colleges and universities instead of standard state agency systems.

Permits UH to develop and modify business and accounting forms without prior Comptroller approval, except for statewide forms used in the State's accounting system.

Authorizes UH's chief financial officer to approve debt assignments by UH's creditors, replacing Comptroller approval authority.

Requires UH to provide the Comptroller with financial information needed for required financial statements and report transactions involving moneys held outside the state treasury within 15 days after each quarter.
