Requires bidders to provide tax clearances and valid licensure/certifications at time of bid submission for competitive sealed bidding procurements.

Increases bid security and performance bond thresholds from $25,000 to $100,000 for construction contracts, and adds $50,000 threshold for goods and services requiring bid security.

Mandates annual audits of sole source procurements by the state auditor and adds 30-day public notice requirement before awarding sole source contracts.

Removes requirement for purchasing agencies to hold pre-bid conferences and allows electronic procurement system bid results to be posted online instead of requiring public opening ceremonies.
