Permits aerial hunting only for emergency animal disease control or pursuant to court order, conducted by authorized federal or state agency employees or their agents.

Requires the department of land and natural resources to consult with hunter advocacy groups before conducting an aerial hunt to determine if alternative hunting methods exist; disputes over methods shall be resolved by the board of land and natural resources.

Mandates that animal carcasses from aerial hunts be retrieved and properly disposed of within 24 hours of hunt completion.

Establishes that the existing misdemeanor penalty for hunting from aircraft does not apply to hunts conducted under this new statutory authority.
