HI HB2061

Establishes statutory process for family court to resolve child custody and visitation matters for U.S. Armed Forces, Armed Forces Reserves, and National Guard members with temporary military absences.

Requires parents to cooperate and provide notification of deployment at least 60 days in advance if known, or within 10 days of receiving deployment orders.

Prohibits deployment or potential for future deployment from being the sole factor in custody awards; if deployment results in custody modification, court must include specified conditions.

Authorizes Family Court to expedite custody hearings involving deploying parents and allow already-deployed parents to participate via electronic means.

Permits deployed parent's contact rights to be delegated to specified individuals during deployment with certain conditions; effective date August 1, 2010.
