Authorizes the Department of Education to adopt rules governing traffic and parking conditions on roadways and areas under its jurisdiction.

Allows the department to assess fees for parking on roadways and in parking areas under its control, with parking for school-related events and activities exempted from fees.

Establishes the Department of Education Parking Revolving Fund to receive all parking fees and fines collected by the department.

Allows individual schools to deposit parking fees collected by school principals or designees into their nonappropriated local school fund accounts instead of the central revolving fund.

Permits the department to contract with the Department of Accounting and General Services or private entities to implement the parking fee program.
