Requires the Department of Education to establish alternative routes to certification for principals and vice-principals that meet criteria set by the United States Department of Education for Race to the Top fund applications under the American Recovery and Reinvestment Act of 2009.

Authorizes DOE to waive certification requirements on a case-by-case basis until alternative certification routes are established.

Department of Education testified in support of the measure.

Committee on Finance recommends the bill pass Third Reading.
