Requires the governor to appoint the state historic preservation officer from a list of at least three nominees submitted by the board of land and natural resources, rather than allowing direct appointment.

Mandates that the board of land and natural resources consult with appropriate Hawaii and historic preservation organizations when developing the nominee list.

Establishes that nominees must have specialized experience and knowledge in archaeology, history, cultural resources management, planning, environmental studies, historic preservation, or a closely related field.

Lists desirable qualifications for nominees including knowledge of the National Historic Preservation Act of 1966, federal and state historic preservation programs, federal agency policies, native Hawaiian cultural history and practices, and experience working with Hawaiian civic or cultural organizations.

Removes the requirement that the officer be appointed based on professional competence and experience, replacing it with the qualifications framework established by this bill.
