Adds new section to Chapter 180C, Hawaii Revised Statutes regarding conservation plans approved by soil and water conservation districts.

Voids any conservation plan if the land use subsequently changes in a manner inconsistent with the use approved in the original plan, effective as of the date of the use change.

Automatically voids any exemptions from ordinances that were granted based on a voided conservation plan, effective on the later of the use change date or July 1, 2010.

Makes land subject to applicable ordinances under section 180C-2 after exemptions are voided due to change in land use.

Takes effect on July 1, 2010.
