Designates the office of planning to represent all state departments and agencies in land use commission proceedings on district boundary amendment petitions, unless departments or agencies are separately admitted as parties.

Requires petitioners with approved boundary amendment petitions to file annual reports to the land use commission on the anniversary date of approval, detailing project status and compliance with imposed conditions.

Mandates the land use commission to make annual reports available to all state departments and agencies and post them electronically on its website.

Makes grammatical and stylistic corrections to Hawaii Revised Statutes section 205-4, including replacing "which" with "that" and "such" with "the" or "any" as appropriate.

Takes effect upon approval.
