Amends Hawaii Revised Statutes section 132D-17 to allow counties to enact ordinances and rules regulating fireworks that are more restrictive than state law.

Changes existing prohibition on county fireworks regulations to permit counties to adopt rules that are more restrictive than provisions in chapter 132D.

Voids county ordinances and rules enacted before March 31, 1995 that were inconsistent with or more restrictive than state fireworks law, except those that are consistent with state standards.

Effective July 1, 2010 with an automatic repeal and reenactment scheduled for June 30, 2012, making this a temporary two-year provision.
