Reduces the blood quantum requirement for Native Hawaiian status from one-half to one-quarter part Hawaiian ancestry in the Hawaiian Homes Commission Act, Section 201(a).

Amends Hawaii Revised Statutes Section 10-2 to lower the Native Hawaiian blood quantum requirement from one-half to one-quarter for purposes of Hawaiian Homes leases and Office of Hawaiian Affairs services.

Declares the amendments to be severable and effective only upon approval and consent of the United States Congress.

Provides that the Act does not affect rights, duties, penalties, or proceedings that were established before its effective date.
