Establishes an earned time credit system allowing inmates to reduce their prison sentences by up to 10 days per month of incarceration based on demonstrated progress.

Requires inmates to show consistent progress in five categories: work/vocational training, social adjustment, counseling participation, progress toward departmental programs, and education/literacy achievement.

Directs the department of corrections to develop objective standards for measuring consistent progress and conduct annual performance reviews for each inmate, with earned time vesting upon grant.

Caps earned time credits at a maximum of 25 percent reduction of the total sentence imposed.

Allows the director to refer cases to the prosecutor's office when an inmate tests positive for drugs, in addition to other sanctions.
