Amends the definition of "shoreline" in Hawaii Revised Statutes Section 205A-1 to include "the distance that would avoid beachfront erosion, whichever is greater" in addition to existing definitions based on wave wash and vegetation.

Modifies Section 205A-43(a) to establish shoreline setbacks of not less than 20 feet and not more than 40 feet inland from the shoreline, or the distance needed to avoid beachfront erosion, whichever is greater.

Recognizes that global warming and rising sea levels are causing rapid beach erosion and that current shoreline setbacks do not adequately allow natural erosion and accretion cycles to occur.

Directs the Department of Land and Natural Resources to adopt and enforce rules pertaining to the revised shoreline setback requirements under Hawaii Administrative Rules Chapter 91.

Takes effect upon approval.
