Amends Hawaii Revised Statutes Section 23-12 to include special funds in the State Auditor's biennial review of revolving and trust funds.

The State Auditor shall review revolving, special, and trust funds established by state departments to provide services to other state departments, establishments, or political subdivisions.

Reviews must evaluate the original intent and purpose of each fund, degree to which stated purposes are achieved, performance standards, and a five-year summary of fund transactions including balances, deposits, withdrawals, interest earned, and expenditures.

Establishes a five-year rotating review schedule beginning in 1994, with different state departments and agencies assigned to specific years (e.g., Department of Accounting and General Services beginning 1994, Department of Attorney General beginning 1995).

Effective upon approval.
