Requires foreclosing mortgagees to provide written notice to owner-occupant mortgagors of credit counseling availability at least 30 days before initiating a power of sale foreclosure.

Notice must inform mortgagors about HUD-approved credit counseling agencies and include the HUD toll-free number for information on approved counseling services in Hawaii.

Prohibits foreclosure initiation if a mortgagor requests copies of the promissory note and mortgage document until the mortgagee sends those documents by certified mail with return receipt.

Mortgagor must submit request for documents by certified mail within 15 days of receiving the credit counseling notice.

Effective date of September 14, 2047.
