Requires the State Procurement Office to authorize local reseller agreements as part of any multi-state contracting agreements, including Western States Contracting Alliance (WSCA) agreements.

Mandates that the state place orders directly with local resellers designated by original equipment manufacturers rather than directly with manufacturers.

Defines "local reseller" as a business with its principal place of business or ancillary headquarters located within Hawaii and at least 35% of its employees residing within the state.

Restores Hawaii's previous practice of using local resellers for WSCA purchases, which the state procurement office had discontinued in 2009 in favor of direct manufacturer orders.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the effective date.
