HB 214 Summary

• Authorizes the issuance of general obligation bonds for capital improvement projects in Kauai County for fiscal year 2009-2010.

• Appropriates funds for repair and resurfacing of the Wailua emergency bypass road, which serves as an alternate route when the state highway (Kuhio Highway) is impassable between Wailua and Lihue.

• Appropriates funds for upgrades to the Waimea wastewater treatment plant, including expansion from current capacity to approximately 700,000 gallons per day and improvements to produce R-1 effluent for water reuse.

• Appropriations shall not lapse at the end of the fiscal biennium, except that any unencumbered moneys as of June 30, 2012, shall lapse on that date.

• The County Department of Public Works is designated to expend the appropriated funds for these projects.
