Establishes a voluntary career mentoring program in the Department of Education to connect public high school students with retired professionals who volunteer as career mentors.

Requires retirees to register with the department as volunteers and comply with criminal history record check requirements under sections 302A-601.5 and 846-2.7 before participating.

Creates a department-maintained database of volunteer career mentors listing their contact information and areas of professional expertise, allowing students to request mentoring relationships and mentors to accept or decline assignments.

Allows volunteer career mentors to set limits on the number of mentoring relationships they undertake and permits them to volunteer for speaking engagements at high schools.

Specifies that volunteer career mentors receive no compensation from the State of Hawaii or mentored students; takes effect upon approval.
