Establishes a prostitution offender education program special fund within the state treasury to be administered by the Department of Public Safety, funded by surcharges from prostitution convictions.

Requires first-time prostitution offenders (or those without a prior conviction within five years) to complete at least 8 hours of education and counseling on the harms of prostitution.

Imposes a $500 surcharge on first-time prostitution offenders to be deposited into the special fund, in addition to existing fines and potential imprisonment or probation.

Requires the director to maintain records of all expenditures from the fund and submit an annual report to the legislature at least 20 days before each regular session convenes.

Takes effect July 1, 2010.
