Department of Human Services may develop grant programs where private not-for-profit organizations and public entities administer funding from the federal government (American Recovery and Reinvestment Act of 2009) and private foundations to prevent and respond to domestic violence.

Selection and awarding of grants to these programs is exempt from chapter 103F, Hawaii Revised Statutes (competitive bidding requirements).

Department of Human Services may establish its own process for awarding grants, except this process does not apply to contracts for program support services including professional service contracts for evaluation, audit, budgeting, accounting, auditing, or legal services.

Effective date of January 1, 2050.
