Proposes a constitutional amendment to abolish the Board of Education by repealing Article X, Sections 2 and 3 of the Hawaii State Constitution.

Removes constitutional provisions establishing the Board of Education's composition (elected nonpartisan members from two at-large school board districts) and its powers to formulate statewide educational policy and appoint the superintendent of education.

Amends Article XVI, Section 4 to remove Board of Education members from the list of eligible public officers required to take an oath of office.

Places the question "Shall the Board of Education be abolished?" on the ballot for voter approval.

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii State Constitution.
