Establishes a new Department of Permitting to consolidate all permitting and licensing functions from state departments into a single agency providing "one-stop-shop" services.

Creates a permit plan application format and procedures to simplify and expedite permitting functions, with all permits to be processed and approved or denied within 12 months of application acceptance.

Department shall identify all required federal and county permits, coordinate joint processing with applicable agencies, and conduct public meetings to gather community input on proposed permits.

Adds Department of Permitting as the 19th principal department under HRS Section 26-4, with director having authority to employ staff without regard to civil service requirements and to contract persons without competitive bidding.

Establishes a task force to assist the governor in identifying permitting functions across state departments, compiling procedures and data, and formulating an organizational structure; task force to report findings to legislature by 2011 and cease existence June 30, 2011.
