Transfers jurisdiction over aquaculture marketing and promotion activities from the Department of Agriculture to the Department of Land and Natural Resources.

Retains the Department of Agriculture's authority over aquaculture diagnostic services and disease management.

Authorizes the Department of Land and Natural Resources Board to develop an aquaculture program including industry liaison, information clearinghouse services, federal funding acquisition, and industry expansion activities.

Allows the Department of Land and Natural Resources to establish and assess fees for aquaculture planning and seafood product marketing services, with collected fees deposited into the general fund.

Repeals the aquaculture development special fund and amends fee provisions to direct aquatic diagnostic and disease management fees to the general fund rather than a dedicated special fund.
