Appropriates funds to cover Hawaii employer-union health benefits trust fund costs for fiscal year 2010-2011 for employees in collective bargaining units (2), (3), (4), (6), (8), (9), and (13), with the specific dollar amount to be determined.

Requires the employer to pay 100 percent of the employer-union health benefits trust fund's monthly administrative fees for fiscal year 2010-2011.

Resolves a dispute over employer contribution amounts to the health benefits trust fund that the parties could not resolve through negotiations or binding arbitration, as authorized by section 89-9(e) of Hawaii Revised Statutes.

Directs the director of finance to allot appropriated funds to state departments for expenditure during fiscal year 2010-2011.

Takes effect on July 1, 2010, with any unexpended or unencumbered funds lapsing on June 30, 2011.
