Amends Hawaii Revised Statutes Section 92-21 to change the cost limit for reproducing government records from a minimum of 5 cents per page to a maximum of 10 cents per page.

Applies to copies of government records including maps, plans, diagrams, photographs, photostats, and geographic information system digital data files that are open to public inspection.

Reproduction costs may include labor for search and copying time, materials, electricity, equipment rental, certification, and other related costs.

Fees collected from record reproduction are deposited with state or county directors of finance, except fees from the public utilities commission which go to its special fund under Section 269-33.

Takes effect upon approval.
