Prohibits installation of buoys or moorings and use of illegally installed buoys or moorings in marine life conservation districts

Authorizes the Department of Land and Natural Resources to adopt rules regulating anchoring, mooring, and boating in marine life conservation districts

Establishes penalties for violations: $250 for first offense, $500 for second offense, and $1,000 for third or subsequent offense

Violators of the buoy and mooring prohibition are subject to revocation of their use permits issued under chapter 200

Fines imposed under this act cannot be suspended or waived
