Require the Charter School Review Panel to adopt a clear reauthorization process with rigorous criteria and reauthorize charter schools no later than four years after initial charter issuance and every four years thereafter.

Repeal the cap on the number of start-up and conversion charter schools.

Require the Department of Education to make available vacant school facilities or portions of facilities for charter school use when not used by the Department for education programs, with preference given to instructional uses.

Limit Charter School Administrative Office operational expenses to no more than two percent of annual general fund allocation and establish a charter schools account in the State treasury with authority to retain up to $5,000,000 in excess funds.

Require per-pupil allocation checks to be co-signed by both the Charter School Administrative Office executive director and a Charter School Review Panel agent, and withhold December 1 fund allocations from non-compliant schools.
