Establishes clear criteria for veterans' civil service hiring preference to acknowledge the service and sacrifice of armed forces members.

Addresses the issue that National Guard and military reserve members previously did not serve long enough on active duty to qualify for civil service hiring preferences, or were unaware of eligibility requirements.

Makes the veteran's preference criteria well-defined and easily understood for applicants.

Effective date set to July 1, 2112, as amended by the committees to encourage further discussion.

Referred to the Committee on Finance with recommendation to pass.
