Requires all state and county officers and employees conducting public procurement to act ethically and in good faith in their procurement practices.

Requires persons participating in public procurement, including bidders, offerors, contractors, and businesses, to practice purchasing ethics and display business integrity.

Removes references to "any person" to narrow the bill's application to relevant procurement interactions only.

Becomes effective upon approval.

Strengthens Hawaii's commitment to ethical procurement practices and enhances public confidence in the integrity of the procurement process.
