Requires mandatory extension of agricultural leases on private land rated A or B if lessees make or plan substantial improvements, in counties with populations exceeding 500,000 residents.

Extension terms must be at least 75 percent of the original lease length, though lessors may accept shorter terms if offered by lessees.

Additional terms and conditions of lease extensions must be mutually agreed upon and reasonable.

Requires the Land Use Commission to determine any district boundary amendments involving A or B rated agricultural lands.

Prohibits district boundary amendments of A or B rated agricultural lands in counties with populations exceeding 500,000 residents under specific conditions.
