Establishes an Office of Information Technology and Chief Information Officer position within the Lieutenant Governor's Office to coordinate statewide information technology policies.

Removes centralized computer information management and processing services responsibilities from the Department of Accounting and General Services.

Creates a Shared Services Technology Special Fund with exemptions from certain expenses to support IT operations across state departments.

Chief Information Officer shall be appointed by the Lieutenant Governor and report directly to that office.

Makes technical amendments for clarity and consistency; removes requirement that attorneys in the Regulated Industries Complaints Office be subject to the Uniform Information Practices Act.
